No more red tape: Helen Tan proposes nationwide patient referral system
House Committee on Health chairperson and Quezon Rep. Angelina Tan called for the passage of a measure that will establish the national patient navigation and referral system.
Tan said the House Bill 9633 will institutionalize and broaden the scope of the One Hospital Command System through the establishment of the National Patient Navigation and Referral System (NPNRS) to navigate patients through different levels of the health system.
She said the NPNRS will also provide a link between Malasakit Centers and health facilities to help indigent and financially incapacitated patients.
Tan said the measure will compliment the Universal Health Care Act (Republic Act 11223).
The present One Hospital Command Center (OHCC) was established by different government agencies led by the Department of Health last year to help COVID-19 patients to find health care facility with available beds.
Under the measure, the NPNRS will support and strengthen the province-wide and city-wide health care provider networks throughout the country to maximize the use of limited health resources and improve access to quality health services for patients.
It will also interconnect and facilitate communication among hospitals, infirmaries, other health facilities, telehealth service providers, local and national government agencies.
The measure will also bolster OHCC’s ongoing efforts to facilitate medical transport and patient pick-up arrangements.
