Mark Enverga wants farmers, fisherfolk to benefit from COVID-19 cash aid

Quezon Rep. Mark Enverga is pushing for the inclusion of farmers and fisherfolk in the implementation of the Social Amelioration Program (SAP) under the Department of Social Welfare and Development (DSWD).

Enverga, chairman of the House committee on agriculture and food, said financial assistance should be given to those belonging to the agriculture sector since they have also been affected by the COVID-19 crisis.

In a privilege speech on Monday, May 11, Enverga said not all farmers and fisherfolk were included in the Financial Subsidy for Rice Farmers (FSRF) of the Department of Agriculture.

“It is very clear that not all farmers are recipients or beneficiaries of the FSRF. Thus, those who are not FSRF beneficiaries must receive the regular social amelioration program (SAP) of the Department of Social Welfare and Development (DSWD),” he said.

The FSRF is an existing program of the DA that only covers rice farmers. It is a one-time assistance only to farmers who are included in the identified provinces with low palay buying price and those tilling one hectare and below.

“While we are most appreciative of the government’s initial and quick release of the financial assistance, we feel that we can do more to make the interventions more responsive and effective and truly felt by the most vulnerable sectors, especially our farmers who have been continuously putting food on our table despite the the risks of COVID 19,” Enverga said.
