Ex-Quezon mayor found guilty of graft

Former Quezon mayor Isarme Bosque was found guilty of graft by the Sandiganbayan in a decision released just this week.

The anti-graft court’s Second Division held the ex-mayor responsible for an anomalous purchase of land allegedly purposed for his low-cost housing project back in 2005 in the municipality of Polilio.

“Without a doubt, the irregularity-laden transaction gave…undue injury to the municipal government of Polilio, Quezon, which had to pay the purchase price for a property whose conveyance is not even valid,” Chairperson Oscar Herrera Jr. wrote in his decision.

The purchase price refers to the P411,000 disbursement from the municipality for a 3.37-hectare parcel of land which was done without prior authorization from the Sangguniang Bayan, and was also reported to be mostly swamp and mangrove.

Most damning, however, is the fact that the title did not even belong to the vendors at all, since the municipality had owned the parcel of land since 1972.

Also charged with violating the Anti-Graft and Corrupt Practices Act were municipal treasurer Carmelita Marasigan and municipal assessor Samson Ayapana. However, they were acquitted by the anti-graft court who found no showing of their culpability.

Being found guilty beyond reasonable doubt, the former mayor will serve in prison for a minimum of six years and one month, after which he is disqualified from holding public office ever again.

He was also ordered by the graft court to pay P411,000 back to the municipality with legal interest.

Also undersigned in the decision are Associate Justices Michael Musngi and Lorifel Pahimna.
