Sta. Rosa to explain P67.5M unsupported garbage collection spending

The Commission on Audit (COA) called on Sta. Rosa, Laguna Mayor Arlene Arcillas to provide complete documentation for the city’s P67.5 million payment for garbage collection, hauling and disposal services.

Under Section 4(6) of Presidential Decree No. 1445, government spending should be supported with complete documentation. In addition, Section 9.1.3.2 of COA Circular No. 2012-001 prescribes the guidelines for garbage collection and disposal which includes the submission of necessary documents, accomplishment reports, and contractors’ bills, among others.

However, according to an investigation by state auditors, the city of Sta. Rosa paid a total amount of P67.5 million from January 1 to June 30, 2018 to Pilotage Trading and Construction for its garbage collection services unsupported by several necessary documents including proof of remittances to concerned agencies (BIR, SSS, Pag-Ibig), complete descriptions and number of equipment to be used, and even the measurement of the total distance covered by one complete route for all covered areas.

“The payment of the claim for garbage collection, hauling and disposal services despite incomplete documentation is not in accordance with Section 4(6) of PD No. 1445 and Section 9.1.3.2 of COA Circular No. 2012-001. This practice casts doubts on the validity and propriety of the claims,” COA said.

The state auditing agency recommended that Mayor Arcillas require the city accountant to ensure that payments for garbage collection are completely documented in accordance to law. Management, as stated in the report, agreed to implement the state auditor’s recommendations.

Former Sta. Rosa Mayor Dan Fernandez ran uncontested in the 2019 midterm elections and is now serving his fourth term as the city’s representative.

At the helm of the city’s government is Mayor Arcillas who ran for highest local executive position after serving a term in Congress.
