Biñan mayor Perez faces raps over shady garbage management deal
Biñan, Laguna Mayor Hermis Carlo Perez has been charged with graft over his alleged involvement in the anomalous P71 million solid waste management program.
The case was filed by the Office of the Ombudsman after finding probable cause to charge him over the questionable deal made with Etsaw Consultancy and Construction of Environmental Technologies International Corporation of the Philippines (ECCE).
Records show that from 2001 to 2002 ECCE secured the contracts for the municipality’s solid waste management program.
The contracts include services for the project management, documentation, installation, testing, acceptance, supervision, and training as well as the supply of Hydromex technology-related equipment.
However, the Ombudsman found irregularities in the deals including the lack of the required public bidding and the absence of a recommendation or approval from the bids and awards committee.
