Ralph Recto presents 3 suggestions for DOTr to make PUV modernization palatable

Senate President Pro Tempore Ralph Recto has some suggestions to the Department of Transportation (DOTr) on how to make the Public Utility Vehicles (PUV) modernization plan more palatable to jeepney drivers and operators.

The Batangas politiko said the DOTr could make the modernization plan voluntary instead of compulsory.

“Payagan kung sino man ang may kayang bumili ng modern jeeps sa halagang P1.8 milyon. Hayaan din naman nating pumasada ang mga lumang jeeps hangga’t sumusunod at pasado sila sa standards na itinakda ng batas tulad ng usapin sa safety at emission. Bigyan natin ng choice ang mga tsuper at mananakay. Moderno versus traditional. Mahal versus mura. Hayaan natin silang mag decide,” Recto said.

He cited the case of Uber and Grab.

“Mas mahal ang singil nila kesa ordinaryong taxi subalit tinangkilik pa rin sila ng publiko dahil mas convenient, malinis at ligtas ang pakiramdam ng pasahero. Sa PUVs naman, sanay ganon din ang mangyari. Papasukin ang mga bago at hayaang maki-kompetensya sa mga tradisyunal na jeepney. Ang mananakay ang huhusga kung alin ang kanilang mas tatangkilikin,” Recto explained.

Lastly, he urged the government to make the franchise fee free for all modern jeepneys.

“Panghuling payo sa DoTR para mapalambot ang kumokontra sa PUV modernization: bakit hindi kayo mag-isip ng iba pang paraan upang mapababa ang presyo ng modern jeep? Katulad halimbawa ng libreng franchise fee sa lahat ng gagamit ng modern jeeps. Kung locally manufactured ang sasakyan, pwedeng tanggalin na ang excise tax o VAT sa presyo,” Recto explained.
