Castelo bill bans entry of foreign trash
Quezon City 2nd District Rep. Winston Castelo has filed a proposed law that will prohibit the importation into the country of any garbage from foreign countries.
Castelo said his bill, the “Anti Trash Act of 2015”, seeks to make sure the incident where 50 container vans of waste from Canada were dumped in the Philippine soil will not happen again.
“No country in the world should be dumping site for another country’s trash. No country could tolerate a situation of this kind and allow itself to be a dumping ground for such filth,” the lawmaker said in filing House Bill 5930.
Castelo pointed out that the Canada case is “a cause for alarm for it sets precedent that if otherwise unchecked will trigger unprecedented problems that would impact directly to health and environment in terms of substances or materials that may possibly be of such detriment.”
To ensure the strict enforcement of the ban, the proposed law mandates the Bureau of Customs (BOC) to require prospective importers to secure the necessary clearance from the Department of Environment and Natural Resources (DENR).
The BOC shall coordinate with the DENR in the issuance of appropriate rules, regulations and guidelines for the effective implementation of the general ban, it stated.
