Shady road project haunts ex-Mayor Suero
Former Cabugao, Ilocos Sur Mayor Diocaesar Suero has been charged with graft and malversation through falsification of public documents over an alleged anomalous road construction project.
The Office of the Ombudsman filed the case before the Sandiganbayan after finding probable cause to indict the ex-politiko.
Also charged with Suero were former municipal engineer Jose Suboc, former municipal planning and development coordinator Florante Jara and Nestor Ibarra of N.A. Ibarra Construction.
A total of P926,650 had been paid to Ibarra between April to May 2010 for the concreting of a farm-to-market road in the town.
However, the Commission on Audit (COA) discovered that the project was incomplete by 74.79 cubic meters, resulting to an overpayment of P516,715.
COA also found that several documents have been falsified make it appear that works were done in accordance with the approved plans to facilitate the release of funds.
