Former NE solon Umali rapped by Ombudsman for misused of P15M PDAF
Ombudsman Conchita Carpio Morales has ordered the filing of graft and malversation charges against former Nueva Ecija 3rd District Rep. Aurelio Umali for his alleged involvement in the misuse of his P15-million priority development assistance fund (PDAF).
The Ombudsman ordered the filing of four counts of graft complaint and three counts of malversation complaint against the former lawmaker.
Investigation showed that an illegal disbursement was committed for the multimillion-peso pork barrel allocation in 2005 which was supposed to be allotted for the purchase of irrigation pumps and fertilizers, but the proceeds of which, ended up in a fake non-government organization (NGO).
The Masaganang Ani Para sa Magsasaka Foundation, Inc. (MAMFI) was one of the bogus NGOs operated by businesswoman Janet Lim Napoles.
Napoles is the alleged brains behind the P10-billion pork barrel and the P900-million Malampaya fund scams.
A total amount of P12 million in Umali’s PDAF was allotted to the MAMFI and another PHP3 million was channeled to another fake NGO identified as Samahan ng mga Manininda ng Prutas sa Gabi, Inc. (Samahan).
Aside from criminal cases, the Ombudsman also ordered the perpetual disqualification of Umali from holding any government post as well as forfeiture of his retirement benefits.
