Deliks yan! P160K road deficiencies hit in Kalinga

There were five road projects in Kalinga province which were found to have deficiencies worth P160,023.45, state auditors said.

In a 2016 report, the Commission on Audit (COA) said the deficiencies in five road projects were a result of the contractors’ non-compliance with the approved program of work, plans and specifications, that may have resulted in the wastage of government funds.

A post-inspection conducted by the Commission on Audit-Cordillera Administrative Region Technical and Information Technology Services showed there are deficiencies on the following completed road projects – Concreting of Dilag farm to market road, concreting/improvement/widening of Bulanao-Laya-Balong provincial road, widening and concreting of road from White Carabao to Davidson section, widening/concreting of Bulanao-Laya-Balong road, phase II, and concreting/improvement/widening of Bulanao-Laya-Balong provincial road.

The auditor said there were transverse cracks and major scaling on seven spans of the Portland Concrete Cement Pavement.

There were also minor scaling and transverse cracks in 78 spans, which require immediate measures to prevent further deterioration.

“The laxity of management in monitoring the compliance of the contractors with the approved program of works, plans and specifications may result in wastage of government funds due to costly repairs and rehabilitation of infrastructure projects,” the auditors said.

The COA urged provincial governor Jocel Baac to require the contractors to rectify the road deficiencies noted in the report.
