Bawal yan! COA hits Isabela gov’t for not returning illegal pork barrel
The provincial government of Isabela failed to remit P37.9 million worth of Priority Development Assistance Fund (PDAF) back to the treasury after the Supreme Court declared the pork barrel as illegal.
In a 2016 report, the Commission on Audit said the provincial government has an unutilized PDAF balance of P37,957,908.16 which has yet to be remitted to the national treasury.
The auditors reminded the local government unit that the Supreme Court in a decision on Nov. 2013 scrapped the PDAF as unconstitutional, and that unutilized PDAF balance should be reverted to the unappropriated surplus of the general fund.
“Contrary to the aforementioned Supreme Court ruling, the above PDAF/CDF balances remained unremitted to the National Treasury, hence, the fund was not reverted to the unappropriated surplus of the General Fund of the national government,” the auditors said.
The COA urged governor Faustino Dy III to return the illegal fund back to state coffers.
The management vowed to remit the PDAF back to the treasury except for the amount of P25 million which is subject to legal issues.
