Ex-Guv Reyes charged in P3.25-M fertilizer purchase; pork scam squealer also rapped

Already facing a murder case on the death of broadcaster Gerry Ortega, former Palawan Governor Joel Reyes was also charged with graft over the alleged anomalous purchase of fertilizers bought from a non-government organization (NGO) of “pork barrel” scam architect Janet Lim Napoles.

The Office of the Ombudsman filed before the Sandiganbayan a graft case against Reyes in connection with then 3,240 bottles of fertilizers bought in 2004 from the NGO Masaganang Ani Para sa Magsasaka Foundation Inc. (MAMFI). The fertilizers were worth P3.25 million.

Charged along with Reyes were Department of Agriculture (DA) Regional Technical Director Rodolfo Guieb and Regional Executive Director Dennis Araullo.

Also named by the Ombudsman as co-accused were MAMFI president Marina Sula and MAMFI represenatative Nathaniel Tan.

Sula is one of the whistleblowers of the pork barrel scam and has served as a state witness in the cases filed before the Sandiganbayan.

Under the graft case, Reyes and his co-respondents were accused of proceeding with the transaction without undergoing the required public bidding.

On top of this, the Ombudsman discovered that MAMFI wasn’t an accredited project implementer. It also failed to submit the complete documents required for accreditation under the rules of the Commission on Audit (COA).

The Ombudsman recommended that each of the accused post a bail bond of P30,000.
