Bilyonaryo Mayor Quiambao surprised at speed of court case favoring Espino’s crony

A Bilyonaryo politiko in Pangasinan was surprised at the speed by which a local judge decided on a land case that deprived the local government of a prime property.

“The decision was so quick,” first term Bayambang mayor Cesar T. Quiambao was quoted in a report in a local newspaper.

“The case was filed on May 27 and the decision was issued on June 27. OnJuly 20, Chua filed for a writ of execution which the judge immediately granted on August 9,” he continued.

The court case involves the land swap between the local government of Bayambang and a private individual named Willy Chua.

Government exchanged a 3.1 hectare land which was the site of the 100year old Byamabang Central School next to the municipal hall for Chua’s 2.2 hectare property in another barangay.

The Bayambang Parents and Teachers Association filed a case to invalidate the land swap at the Office of the Ombudsman but lost because Chua said that there was no deed of exchange between Chua and the LGU represented by then mayor Ricardo Camacho.

But in case filed at the Regional Trial Court ,Judge Hermogenes Fernandez granted Chua possession of the 3.1 hectare government property after Chua showed that there was a indeed a deed of exchange between him and Camacho.

Quiambao wants the local government to regain the property saying that Chua lied to the court.

“We want the judge to know what happened – that there was fraud in the case filed,” he said.

Quiambao also hit provincial legal officer Geraldine Baniqued for not acting in favor of Bayambang.

Baniqued was appointed provincial legal officer by then governor and now 5th district Rep, Amado T. Espino Jr.

Willy Chua and Espino are alleged business partners in an asphalt batching plant in Pangasinan.

Camacho and Espino supported each other in the last elections under Aksyon Demokratiko. Quiambao ran and won as an independent against Camacho’s wife, Zenaida.
