Edcel Lagman, RH Bill author, stages return to Congress
Five-term Albay 1st District Rep. Edcel Lagman is making a comeback in the political scene in the upcoming 2016 elections.
Lagman is running again for his old post to replace his son, one-term Rep. Edcel “Grex” Lagman.
A human rights lawyer and the main proponent of the controversial Reproductive Health (RH) law, the elder Lagman was representative of the 1st District from 1987 to 1998, and from 2004 to 2013.
His daughter Krisel Lagman-Luistro represented the district from 1998 to 2004.
If elected again, Lagman said he wants to implement more infrastructure projects in the 1st District such as more road networks and school buildings.
He also vowed to enhance the speedy delivery of basic and social services in health, education, job generation, housing, livelihood support, potable water and electrification.
“There is also a need for the establishment of strategic diagnostic centers for indigent patients,” Lagman said of his plan to put up maternity and lying-in clinics in island and upland villages.
Lagman is the older brother of Filemon “Popoy” Lagman, the founder of the Partido ng Manggagawa, who was assassinated in 2001.
Another brother, Hermon, was a political activist who disappeared during the martial law.
