SJDM vice mayor faces plunder raps
The vice mayor of San Jose Del Monte (SJDM) City in Bulacan has been charged with plunder for his alleged role in the overpriced construction of a new city hall building.
The plunder complaint against Vice Mayor Eduardo Roquero, Jr. was filed before the Office of the Ombudsman by Councilor Romeo Agapito, the same one who filed a similar case against Mayor Reynaldo San Pedro and other city officials.
Agapito said he forgot to include Roquero in the list of respondents when he first filed the case on June 30.
“In my affidavit dated June 30, 2015, I inadvertently failed to include (Roquero Jr.) as one of the respondents, when he is one of the major participants in the grand design to commit plunder against the city of San Jose Del Monte,” the councilor said in his supplemental complaint-affidavit.
Agapito pointed out that the vice-mayor’s alleged conspiracy with San Pedro in perpetuating the illegal procurement of consulting fees for the master planning and detailed engineering of the city hall from Arce Bailon Arce Architects was apparent from his approval of a city council resolution in September 2013.
“Vice Mayor Roquero (Jr.), being the son of former mayor Eduardo Roquero, has knowledge of the fact that during his father’s time, the city of San Jose Del Monte had allocated the amount of P4 million and procured the same from AGC Designs and Concepts for the amount of P3.9 million,” Agapito said.
In his original complaint, Agapito accused San Pedro and other respondents of double procurement of consultancy services that resulted in the spending of P14.5 million.
